Jefferson County Development Services is seeking request for proposals (RFP) to develop a new countywide comprehensive plan.

RFP – JEFFERSON COUNTY COMPREHENSIVE PLAN - QUESTIONS/ANSWERS
Questions are expected to be posed by July 8, 2022. This list of questions/answers will be updated as needed with all questions posted by July 8, 2022 end of business day.

  • Can you give us an idea why the deadline was extended? Will our submission remain active as is, or would we have the opportunity to withdraw that submission to update the material?
    • As stated within the RFP itself, the dates listed were tentative and subject to change. The deadline dates have only been extended and nothing else has changed regarding this RFP.

  • We understand the new deadline to be 7/26/2021 before 4:30. Is this correct?
    • That is correct. The revised deadline is July 26, 2021 at 4:30 p.m. The schedule in the RFP stated “This is a tentative schedule. All dates are subject to change” (see Schedule).

  • Award & Negotiation – The date for the contract is noted as December 1, 2022. Is this intended to be 2021 for contract & completion of project with deliverables by 12/1/22?
    • The award of the contract is anticipated to be August 2021. All deliverables are due no later than December 1, 2022 (see Award & Negotiation section of RFP).

  • To confirm, the current adopted comprehensive plan information is the information available on the county’s website (2008 document, updated mapping December 2011)?
    • That is a correct statement.

  • Regarding the schedule, is states questions being due Monday, July 1 – however July 1 is a Thursday? Also, it states proposals being due Monday, July 9 – however that is a Friday? We just wanted to verify that the dates were correct and not necessarily the day of the week.
    • We have updated the day of the week to match the date. This was planned to be released in June and that may have caused the day/date issues. As the RFP states, this is a tentative schedule. Proposals are expected July 9, 2021, and it is a Friday.

  • Regarding the ‘References’ Section on page 8, you have the following statement, however Attachment H to the PDF is the DBE Utilization Form. There is a ‘References’ page for Attachment G, but it is blank.
    “Proposer shall send Reference Check Form (Attachment H) to its references. Reference forms must be completed by the reference, returned to the Proposer, and submitted with the RFP Proposal.”
    • Attachment G: References is blank and meant as a coversheet for the references you provide. That is not an error. Please provide your references for similar work performed within the past five (5) years as described within the RFP. As stated under “References”, a minimum of three (3) need to be provided. You can use Word, Excel, etc. to provide the information for your three (3) references. Page 8 of the RFP has reference criteria.

  • Can you provide guidance on the completion of the DBE Utilization Form? Without a budget, or an agreed upon Scope of Work, can cannot commit to a “Percentage of Total Proposal” at this time.
    • The Scope of Work within the RFP should provide a guide as to the expected deliverables. Based on the expected deliverables, you can estimate your DBE information. Please note this DBE form the same form utilized by the Regional Planning Commission of Greater Birmingham.

Effective March 2, 2021, Development Services is entirely digital. All permits and applications are available electronically and all payments may be made online, thus reducing, if not eliminating your need to visit in person. Permits, zoning amendments, subdivision, beverage cases, site plan and all other applications may be applied for online at ePermits. All plans for building or site plans are requested to be submitted electronically in Adobe PDF format and can be uploaded during you application process. All plans will be reviewed electronically using ePermitHub giving you instant access 24/7 to staff review comments.

Also, all inspection requests for building permits issued after November 1, 2020 may be made by telephoning 205-918-7762 for our IVR or texting “Schedule” to 844-752-6068. You can also request an inspection using Accela ACA at ePermits. For older permits, you may telephone 205-325-5321, and choose “Option 1” to speak to permit staff. IVR and SelecTXT options are available to you 24/7.

The Jefferson County Development Services department maintains the official zoning map of Jefferson County. Only this office has the OFFICIAL zoning of unincorporated county property; zoning information obtained from ANY other source, including other County Departments, should be verified through our office before taking any kind of action.
