    Q.  Why is the project being done?
    A. 

Thepurpose of the project is to reconfigure the intersection to improveoperational efficiency, improve sight distance, reduce conflict points, and upgradethe facility to current standards.



    Q.  How much will this cost?
    A. 

Theestimated cost is $4.75 million and will be funded by Jefferson County andALDOT. 



    Q.  Will there be road closures?
    A. 

Travellane closures will be necessary; however, SR-119 and CR-143 will remain open atall times and access to businesses and residences will be maintained.



    Q.  When will it start?
    A. 

Theproject is expected to begin construction in the spring of 2027.



    Q.  How long will it take?
    A. 

Theproject will take approximately 15 months to complete.



    Q.  Is Jefferson County acquiring property by eminent domain?
    A. 

Jefferson County is required by law to follow a specific process in acquiring property for public projects. The first step is evaluating the right of way needs for the project and communicating with residents regarding those impacts. A federally established valuation process is followed, to determine the level of impact on each property owner as a result of the project. Additional design modifications may also result, as all efforts are made to reduce or eliminate impacts where possible while still supporting the roadway operation needs. While taking property by eminent domain is possible, it is the last step after all other efforts have been made.



    Q.  Will there be utility impacts?
    A. 

Therewill be utility relocations that will be necessary for the construction of thisproject.  The extent of what utilities will be impacted and the extent of theconflicts is still under evaluation. 



    Q.  Will there be environmental impacts?
    A. 

 

Prior to the completion of theroadway design, the County is obligated to conduct environmental impact studieswhich includes a habitat assessment to identify any threatened and endangeredspecies that could be located in the area. Those findings dictate if apresence/absence survey conducted by a USFWS and state of Alabama permittedindividual will be needed. Furthermore, the County will also conduct a streamand wetland survey. The County will follow steps to make sure the properpermits are obtained through USACE as directed by the Clean Water Act.
