Human Resources Organizational Planning and Development Analysis Report


Welcome to the Jefferson County Human Resources Department. Jefferson County Human Resources Department is responsible for benefits administration, employee relations, risk management, occupational health and safety, workforce development, recruitment (unclassified and intern positions), training, tuition reimbursement program, pre-employment screening, career development, county personnel policies and procedures, compliance, administering federal, state and local employment laws, and provision of strategic human resources and risk management advice to County officials.

 

Mission Statement:
The mission of the Jefferson County Human Resources Department is to provide the highest level of human resources service as it relates to the recruitment, selection, training, and retention of county employees; administration of benefits; employee relations; compliance with relevant employment laws and administrative orders; and risk management in order to bridge relationships and promote a qualified, diverse, and valued workforce.

The Jefferson County Commission recognizes the value of a qualified and diverse workforce and through the Human Resources Department facilitates a fair, equitable, and productive work environment for all County employees—our most valuable resource.

 

In an effort to maintain a productive and competitive workforce and ensure the delivery of services to the citizens of Jefferson County, the Human Resources Department attracts and retains the best qualified applicants and motivates current employees to reflect the progressive community we serve.

 

Classified Positions:
Classified positions with the County are filled through the Personnel Board of Jefferson County. The Personnel Board administers the county wide merit system through rules and regulations. Among the Personnel Board’s responsibilities is recruitment and testing of job applicants, administration of the classification and pay plan, hearing grievances and appeals. The Personnel Board maintains lists of applicants eligible for hiring. Classified vacancies are filled using these lists. Unclassified Positions:
Unclassified or Laborer positions are filled through the Human Resources Department. Unclassified job vacancies are advertised in the media and applications are available in the Human Resources Department, Room A670. The Human Resources Department recruits and fills administrative intern positions in collaboration with the Personnel Board of Jefferson County.

 

Internship Positions:
The Human Resources Department recruits and fills administrative intern positions in collaboration with the Personnel Board of Jefferson County. Internship vacancies are advertised in the area colleges and universities and applications are available in the Human Resources Department, Room A670.
